BPSR Lauds NIMASA for Leading Public Service Reforms

The Bureau of Public Service Reforms (BPSR) has praised the Nigerian Maritime Administration and Safety Agency (NIMASA) for its leading role in driving institutional reforms in line with the Federal Government’s Renewed Hope Agenda.
Speaking at a two-day sensitization workshop held in Lagos, the Director General of BPSR, Dr. Dasuki Ibrahim Arabi, commended NIMASA’s proactive embrace of automation and digital innovation, describing the agency as a model for other Ministries, Departments, and Agencies (MDAs) seeking to improve service delivery and operational efficiency.
In his keynote address, *“Overview of National Strategy for Public Service Reforms,”* Dr. Arabi highlighted NIMASA’s reform journey as a benchmark of excellence, citing the agency’s digital transformation as essential to modern governance.
“NIMASA is showing, in practical terms, what alignment with national reform goals should look like. Their embrace of automation is not just innovative, it is essential for modern governance,” Arabi said.
He emphasized the role of Reform Coordination Units in MDAs, noting that they serve as vital mechanisms for institutionalizing change and aligning internal processes with the national reform strategy driven by BPSR. Key national initiatives such as the Treasury Single Account (TSA), the Integrated Payroll and Personnel Information System (IPPIS), and the Government Integrated Financial Management Information System (GIFMIS) were cited as foundational efforts to promote accountability and transparency in the public sector.
Arabi also introduced tools like the Self-Assessment Tool (SAT), designed to help institutions evaluate their performance and foster collaboration to improve service delivery across the board.
In his opening remarks, the Director General of NIMASA, Dr. Dayo Mobereola, reaffirmed the agency’s unwavering commitment to reform as a driver of national development.
“Reform is the pathway to innovation and national advancement. Without change, we risk stagnation,” Mobereola said. “As a forward-looking organization, NIMASA is embracing transformation to fulfill its mandate and better serve the nation.”
He called on NIMASA staff to adopt a forward-thinking mindset and remain adaptable in the face of change, stressing that institutional resilience is key to long-term success.
